Count the Invisible Residents of The "Chocolate City"?














New Orleans mayor, Ray Nagin, wants the census to allow displaced New Orleans residents to report their address as New Orleans. The goals of this plan is to have a larger share of federal money come to New Orleans and to hold on to the congressional seats. A spokesman for the mayor wants to only count the people "who are really close to coming back."

This is a wrong headed idea, but I understand why Nagin wants to do it.

The real problem is that the Federal Government has not done enough over the past five four years to rebuild New Orleans. But Nagin's hope is to steal from other municipalities twice. First by securing federal dollars apportioned from the census results. Second those municipalities still have to pay for services for the people who plan to move to New Orleans until they move to New Orleans.
